One of the best ways to put together your NPO is to contact one w/similar interest in another area and ask for practical advice and mentorship. It may even be possible for you to start fund raising under the umbrella of their 501c3.

Re pro bono Lawyer:
Try inquiry w/ your states dept. of disability benefits disabled resources. They may be able to refer you or try to find a Lawyer who is disabled but still practicing and would be an advocate for your project.
If that fails, perhaps a local Law University has student programs which would take it on.
